There should be a law in the US Constitution that states that all hot girls are required by law to wear sexy small panties.  Violators will be imprisoned and fined until they agree to purchase and wear said articles of clothing.  Authorities are given the power to check to ensure compliance of the law.  Won’t that be a nice piece of legislation.
